MEETING MINUTES
MONDAY, JUNE 19, 2006
Members of the Board
Human Resources Committee met on Monday, June 19, 2006, in the Dining Room, at
the Education Center. Present were the following school board members: Rosario
Amato, Dr. Craig Haytmanek, William Heske, Charlene Koch, and Diane Rowe. Also
in attendance were Members of the Teacher Performance Appraisal System Revision
Committee Ð Michele Fragnito, Robin Lutcher, Joseph Rahs, and Thomas Thomasik;
Members of the Noninstructional and Support Personnel Performance Appraisal
Committee Ð Faye Achey, Mary Bauer, Scott Gilliland, Robin Lutcher, and Thomas
Thomasik; Director of Student Services Thomas K. Washington; Assistant to the
Superintendent for Finance and Administration Stanley J. Majewski Jr.;
Superintendent of Schools Dr. Joseph A. Lewis; and Assistant Superintendent for
Human Resources Robert R. Gross III.
The
meeting of the Board Human Resources Committee was called to order by Diane Rowe
at 8:28 p.m.

OF THE FLOOR TO VISITORS Ð Maureen Miller, band parent, wanted to thank Dr. Lewis
and others who came to the band meeting and heard their concerns and input from
the band. They approved of the trip policy as it was presented to them at the
meeting.
SUPPORT STAFF EVALUATION PROGRAM Ð Dr. Lewis stated that
several years ago the board charged him with improving performance evaluations
across all employe groups. When Mr. Gross joined the district, Dr. Lewis
directed him to review the present evaluation system. Mr. Gross formed a
committee in October, which included administrators and support staff from each
employe group. Mr. Gross introduced some members that were present. Mr. Gross
presented the board the Support Personnel Performance Appraisal Plan and
briefly spoke about the contents in the plan. Mr. Gross stated the next step is
to train the administrators, work hand-in-hand with the shop stewards, and
implement the plan for the 2006-2007 school year.
Mr. Heske commented on how every employe deserves to be
evaluated and would like to see how well we are doing. Dr. Lewis stated that
the goal is for every employe to be evaluated and improvement will be seen in
this area. Mr. Gross stated that the plan details that administrators/supervisors
will meet during the month of June to evaluate the employes and at the
conclusion of an employeÕs probationary period for new employes.
TEACHER PERFORMANCE APPRAISAL PLAN UPDATE Ð Mr. Gross presented a
PowerPoint presentation outlining what the committee has accomplished thus far,
and the topics upon which work continues. He spoke about the areas in the plan
still under development and being reviewed. Mrs. Koch wanted to know if the
work done was with the help of the teachersÕ union and if they are in
agreement. Dr. Lewis stated that all the groups participated. Mr. Gross
indicated that union members are serving on all subcommittees. Mrs. Lutcher
commented on administrators and teachers working together as a team for what is
best for students and making a better classroom teacher. She also stated that
Mr. Gross has done an excellent job in leading this change.
REVISED BOARD POLICIES Ð Dr. Lewis indicated minor
changes made to the Student Wellness Policy from the reading of the policy on
May 1, 2006, and clarified the Musical Groups Policy changes to the board
regarding the four-year and two-year travel cycle. The policy regarding
audiovisual cameras on school buses will not be changed meaning there will be
no audio track of the surveillance recordings. Mr. Gross stated the Musical
Groups and Student Wellness policies will appear on the June 26, 2006, Regular
Board Agenda for approval.
