COMMITTEE MEETING
Monday, September 18, 2000
Members of the Board Human Resources Committee met on Monday, September 18, 2000, at 6:37 p.m., in the Superintendents Conference Room, at the Education Center. Present were school board members: Edward Gallagher-Chairperson, Rosario Amato, Charlene Koch, Loretta Leeson, William Heske, Lynn Glancy, Margaret Williams, Julie Venanzi, and Joseph Craig. Also present were: Superintendent Thomas Doluisio; Assistant Superintendent Michele Kostem; Stanley Majewski, Director of Business Affairs; Thomas Thomasik, Manager of Human Resources; June Richardson, Supervisor of Child Accounting; Dominic Villani, Director of Athletics/Plant Management; and David Himmelberger, Supervisor of Transportation.
The meeting of the Board Human Resources Committee was called to order by Mr. Gallagher at 6:37 p.m.

Enrollment Stability Report An enrollment stability report for the 1999-2000 school year was developed by Mrs. Kostem with the help of Mrs. Richardson and the Data Department. Mrs. Kostem explained that the term "enrollment stability" could have many definitions. The first part of the report gave the enrollment stability percent, which is defined as the number of students enrolled in the school divided by the actual number of students who remained at the school for almost the entire school year. The report shows that Asa Packer had the highest rating at 97.2% enrollment stability with 10 enrollment variations while Donegan had the lowest at 65.4% enrollment stability and 199 enrollment variations. Also reviewed was the mobility index, which compared the number of pupils who transferred in and out of the school to those who were enrolled on February 1, 2000. Again, Asa Packer scored highest and Donegan scored the lowest. It was noted that the schools that ranked highest and lowest on the New Standards Reference Examination were almost the same as shown on this report with the exception of Broughal Middle School and Marvine Elementary School. Discussion took place about the impact on the learning environment of the other students when the ins and outs take place. Ideas were discussed to improve the situation, which included an ungraded class and a ramping up program. Mr. Doluisio added that further discussion would take place on this item in the future.
