BOARD FINANCE COMMITTEE MINUTES
MARCH 11, 2002
Members of the Board Finance Committee, Charlene Koch and Rosie Amato, together with board members Edward Gallagher, Loretta Leeson, Margaret Williams, Julie Venanzi, William Heske and Joseph Craig, met with Superintendent Thomas Doluisio, Director of Business Affairs Stanley J. Majewski, Jr., and Assistant Superintendent Michele Kostem, in the SuperintendentÕs Conference Room. Also in attendance were Dr. Robert Kopecek, President, Dr. Arthur Scott, Provost, from Northampton County Community College, Dr. Joseph Mickley from Colonial Northampton Intermediate Unit 20, and Genevieve Marshall from the Morning Call.

NORTHAMPTON COMMUNITY COLLEGE PROPOSED BUDGET FOR 2002-2003 - Dr. Robert Kopecek, President and Dr. Arthur Scott, Provost presented the proposed 2002-2003 budget for Northampton Community College. The proposed budget represents an increase of 2.61 percent for the Bethlehem School District, or $43,865, bringing the districts contribution to $1,722,915. The increase will help fund expansions of degree and certificate programs, increased technology use, development of distance education courses for degree programs and increasing staff to respond to enrollment needs. The college will be increasing tuition fees by $2 per credit bringing the cost per credit to $85. This budget will appear on the March 18 agenda for board approval.
Mrs. Koch complemented Drs. Kopecek and Scott on the excellent Power Point presentation.
REPOSITORY SALE - Mr. Majewski presented for board approval a bid on a parcel/property, which has
been held in the County Repository since 1997. This item will appear on the March agenda for final approval.
TAX PAYMENT PLAN FOR 2002-2003 - Mr. Majewski presented the proposed tax payment plan for the 2002-2003 year. The plan allows for a discount period, (2%) a base tax period and a penalty period, (10%). An installment plan is also offered with the first installment becoming due on August 5 and the fourth installation payment due on December 16. Mr. Majewski requested that the five day grace period be eliminated and that the due date for each installment be the actual due date. The committee agreed to this request and the wording will be removed from the tax bills.
COLONIAL INTERMEDIATE UNIT 20 PROPOSE BUDGET FOR 2002-2003 - Dr. Joseph Mickley presented the proposed budget to the committee. This budget represents a 4.8 percent increase from last year. The increase for the district will be $3,372 or a total contribution of $87,679. This budget will be presented for approval at the March 18 board meeting.
Mr. Craig informed the committee that the Pennsylvania School Board Association is holding a Lobby Day on March 12 in Harrisburg to discuss state funding. Mr. Craig, Mrs. Koch and Mrs. Williams will be attending.
Mr. Majewski indicated that he would be attending a similar presentation in May at the Intermediate Unit Office.
