MEETING MINUTES

MONDAY, OCTOBER 3, 2005

Members of the Board Facilities Committee met on Monday, October 3, 2005, at 6:00 p.m. in the Superintendent's Conference Room at the Education Center. Present were School Board Members William Heske, Charlene Koch, Diane Rowe, Margaret Williams, Dr. Craig Haytmanek, Loretta Leeson, Rosario Amato, and Julie Venanzi. Also present were Dr. Joseph A. Lewis, superintendent of schools, Robert Gross, assistant superintendent for human resources, Thomas Washington, director of student services, Stanley Majewski, assistant to the superintendent for finance and administration, Scott Gilliland, director of facilities and operations, Arif Fazil, district engineer (D'Huy Engineering, Inc.), and representatives from the press.

 

The meeting of the Board Facilities Committee was called to order at 6:00 p.m. by Mr. Heske, chairman. The following items were discussed:

 

COURTESY OF THE FLOOR TO VISITORS -

 

Mr. Stephen Antalics of 737 Ridge Street, Bethlehem, PA 18015. His question to the board was to ask specifically if they are considering keeping the existing Broughal building and if not, should that question have been raised in a public forum. The response was no architectural design will keep the current building.

AGENDA ITEMS FOR OCTOBER 17, 2005, REGULAR BOARD MEETING -

 

After discussion, the board committee unanimously agreed to bring the following agenda items to the October 17, 2005, Regular Board Meeting:

A.   Authorization to Expend Capital Reserve Funds - Bid Award - Information Technologies Office Renovations at Freedom High School - General Contractor

B.    Authorization to Expend Capital Reserve Funds - Bid Award - Information Technologies Office Renovations at Freedom High School - Electrical Contractor

C.    Authorization to Expend Capital Reserve Funds - Bid Award - Information Technologies Office Renovations at Freedom High School - Mechanical Contractor

D.   Authorization to Expend 2005 and 2007 Bond Funds - Freedom High School Additions - Change Order

E.    Authorization to Expend 2001 Bond Funds - Data and Communications System Wiring - New Northeast Middle School - Change Order Deduct

F.    Quotations for the $4,000 - $10,000 Cost Category

Mr. Fazil noted that the Maintenance Department is also receiving quotes for the asbestos abatement at the Freedom High School Information Technologies project.

CONSTRUCTION PROJECTS -

 

Projects in Construction Update - Mr. Fazil provided an update on the status of the projects:

A. Freedom High School Additions

- Steel erection, foundation work, and utility work in progress

B. Liberty High School Additions and Renovations

- Renovations in Commons Building in progress

- Locker room construction in progress

- Mechanical room and utility construction in progress

                        C. Broughal Middle School

- Design proposals for New Broughal Middle School are scheduled to be received at the end of the month.

           

DISCUSSION ITEMS -

 

A. Letter from property owner adjacent to Lincoln Elementary School (Attachment A).

- Mr. Gilliland explained the letter from Law Offices Boyer, Holzinger and Harak which stated that a variance between the City of Bethlehem and the commercial property owners Mr. & Mrs. Howard Heater was approved by the city zoning board and BASD was requested to acknowledge that it has been advised and does not object to the same. Mr. Gilliland will prepare that letter on the district's behalf and paper copy Mr. Fazil and all applicable parties.

- The board acknowledged the work at Freedom High School listed as Agenda Item D and agreed that this work should proceed before the October 17, 2005 school board meeting so as not to slow down the work on the project.
