MEETING MINUTES

MONDAY, APRIL 4, 2005

Members of the Board Facilities Committee met on Monday, April 4, 2005, at 6:15 p.m. in SuperintendentÕs Conference Room A at the Education Center. Present were School Board Members Charlene Koch, Diane Rowe, Julie Venanzi, Dr. Craig Haytmanek, Margaret Williams, Rosario Amato, Joseph Craig, and William Heske. Also present were Dr. Joseph A. Lewis, superintendent of schools, Michele Kostem, associate superintendent, Jack Wittenberger, acting director of operations, planning and special programs, Arif Fazil, district engineer (DÕHuy Engineering, Inc.), and representatives from the press.

 

The meeting of the Board Facilities Committee was called to order at 6:15 p.m. by Mr. Heske, chairman. The following items were discussed:

 

COURTESY OF THE FLOOR TO VISITORS (15 minutes allowed) - Steven Antalics spoke regarding the Broughal Middle School architect, A.W. Leh, and potential for registering the school on the National Register.

AGENDA ITEMS FOR APRIL 25, 2005, REGULAR BOARD MEETING - After discussion the board committee unanimously agreed to bring the following agenda items to the April 25, 2005, Regular Board Meeting:

A.    Freedom High School Additions Ð Construction Testing

B.    Liberty High School Additions and Renovations Ð Construction Testing

C.    Authorization to Expend Capital Reserve Funds Ð SPARK Early Childhood Center Ð Construction Permit Fees Ð Change Order

     

CONSTRUCTION PROJECTS -

Projects in Design Update - Projects on hold until 2006. No Report.
New Northeast Middle School Update - Project is on schedule.
Projects in Construction Update Ð No Report.

DISCUSSION ITEMS -

A.    Freedom High School Additions Ð Construction Cost Price Increases
Mr. Fazil reported that construction prices have been increasing and there is also a major concern by the contractors over fixing prices at bid day when the costs from vendors, suppliers, and subcontractors are increasing all the time.

B.    Liberty High School Additions and Renovations Ð Construction Cost Price Increases, Extended Construction Period
Mr. Fazil reported that construction prices have been increasing, and there is also a major concern by the contractors over fixing prices at bid day when the costs from vendors, suppliers, and subcontractors are increasing all the time.

 



C.    SPARK Early Childhood Center Ð Sinkhole Adjacent to Utility Excavation
Mr. Fazil reported that the oil tank was removed and no contamination was evident. However, adjacent to the new gas utility trench a sinkhole opened up which had to be repaired.

D.   Broughal Middle School Update
Tom Hylton presented a general PowerPoint overview on suburban sprawl, lifestyle changes, and general rationale for use of existing buildings. David Anstandt continued the PowerPoint on projects of renovated buildings in Manheim Township School District and showed potential uses of the various spaces and additions for a maximum of 650 students at the current Broughal Middle School. There was board discussion on this report.

E.    Other

Mr. Wittenberger reported that three sinkholes at East Hills Middle School and one at Freedom High School resulted from the weekend rains. The holes have been barricaded and will be repaired.


The meeting was adjourned at approximately 7:30 p.m.
