MEETING MINUTES

MONDAY, JANUARY 10, 2005

Members of the Board Facilities Committee met on Monday, January 10, 2005, at 6:00 p.m. in SuperintendentÕs Conference Room A at the Education Center. Present were School Board Members William Heske, Joseph Craig, Loretta Leeson, Charlene Koch, Diane Rowe, Julie Venanzi, Dr. Craig Haytmanek, and Margaret Williams. Also present were Dr. Joseph A. Lewis, superintendent of schools, Michele Kostem, associate superintendent, Kathy McCann, interim business manager, Arif Fazil, district engineer (DÕHuy Engineering, Inc.), and representatives from the press.

 

The meeting of the Board Facilities Committee was called to order at 6:00 p.m. by Mr. Heske, chairman.

A. January 17, 2005, Regular Board Meeting Agenda Items

á  After discussion the board unanimously agreed to bring the following agenda items to the January 17, 2005, Regular Board Meeting.


1. Freedom High School Additions Ð PlanCon PartsD and E Approvals

2.     Liberty High School Additions and Renovations Ð PlanCon Parts D and E Approvals

3.     Authorization to Expend Capital Reserve Funds Ð Bids Opened January 12, 2005 Ð General, Electrical, Mechanical/Plumbing Construction Ð SPARK Early Childhood Center

4.     Quotations for the $4,000-$10,000 Cost Category

5.     Authorization to Expend 2001 Bond Funds Ð New Northeast Middle
School Ð Change Order

6.     New Northeast Middle School Ð PlanCon I Submittals

B.    New Northeast Middle School Update

á  Project is ahead of schedule.

 

            C. Projects in Construction Update

á  Education Center Fire Alarm project is complete except for card access system startup and final tie in of card reader and doors.

4.   Discussion Items

 

A. Freedom High School Addition Update

á  The board approved early bidding of the replacement of the unit ventilators in the rooms adjacent to the entry courtyard to accommodate the phasing and construction timelines and to minimize disruption to ongoing school activities. Bids will be received and presented for award in February or March 2005.

á  Mr. Fazil reported that the final Bethlehem Township approvals for the project have been received.

á  Mr. Fazil reviewed a handout of the project bidding schedule.

B. Liberty High School Addition and Renovation Update

á  The board approved prepurchasing electrical switchgear and transformer to allow for construction phasing timelines to be implemented.

á  Mr. Fazil reviewed a handout of the project bidding schedule.

á  Mr. Fazil reviewed the three page handout of a recommended alternate bid item for a contractor completion incentive. This is a tool that may be useful because of the difficult and strict timelines of the project. The board agreed that having this option available is a good suggestion and approved including it as a bid alternate.

C. Other

 

            Sinkhole at Clearview Elementary School

á  Mr. Fazil reported that a sinkhole at Clearview Elementary School in the easement at Kensington Road was found on January 8, 2005. The responsibility for repair of this sinkhole appears to be the districtÕs. Repairs will be performed using the previous sinkhole repair quotes.

 

Sinkholes at East Hills Middle School

á  Mr. Fazil reported that we are forwarding a letter to the City of Bethlehem informing them that the sinkholes which formed east of the East Hills Middle School site are not the districtÕs responsibility to repair.

Administrative Options for Elementary Boundary Changes Ð Mrs. Kostem

á  Mrs. Kostem reviewed the administrative options for elementary school boundary changes and reviewed a draft recommendation on realignment of school boundaries.
