MEETING MINUTES
MONDAY, MARCH 31, 2003
Members of the Board Facilities Committee met on Monday, March 31, 2003, at 6:00 p.m., in Superintendent's Conference Room A at the Education Center. Present were school board members Margaret Williams, Joseph Craig, Loretta Leeson, Julie Venanzi, Rosie Amato, Charlene Koch, Dr. Craig Haytmanek and William Heske. Also present were Dr. Joseph A. Lewis, Superintendent of Schools, Michele Kostem, Assistant Superintendent of Schools, Arif Fazil, District Engineer (D'Huy Engineering, Inc.), Jack Wittenberger, Supervisor of Buildings and Grounds, and representatives from the press.
The meeting of the Board Facilities Committee was called to order at 6:00 p.m. by Mr. William Heske, Chairman.
The following items were discussed:
I. Open Forum - Nothing to report.
II. Presentation by Johnson Control regarding the performance contract was given by Mr. Timothy Barnish, Senior Performance Assurance Specialist. Mr. Barnish gave the board a Performance Contract Cost Avoidance Update for year four (4). Mr. Barnish and Arif Fazil discussed the Johnson Control Performance Contract savings results, and results of the project.
III. Agenda Items - April 28, 2003, Board Meeting -
After discussion by the administration, the board unanimously agreed to bring the following agenda items to the April 28, 2003, Regular Board meeting for approval:
A. Rental of Land for Farming - Corner of Freemansburg Avenue and Farmersville Road - Telephone/Written Quotations
1. Mr. Wittenberger told the board that quotes were due on April 2, 2003, for the rental of 15.8 acres of land for farming at the corner of Freemansburg Avenue and Farmersville Road. Rental would be for a three-year period.
B. Authorization to Expend 1998 Bond Funds - Lafayette Building and Maintenance Annex Demolition and Site Improvements - Change Order Deducts
1. The projects are complete and the contractors have agreed to issue credits for unused material allowances as follows:

1. Projects in Design Update -
Mr. Fazil reported that after further review of the planned capital improvement projects that are under design, we are going to postpone the construction work for a majority of the projects until next summer due to the fact that we are bidding the projects fairly late. Some of the more critical projects will be implemented this year including:
a) Freedom High School Auditorium Sound System
b) Farmersville and William Penn Road widening
c) Rosemont Paving play area construction
d) Buchanan Elementary School Sanitary Sewer Line Replacement.
Mr. Fazil also reported that the Education Center Human Resources HVAC system will need to be bid as part of the planned modifications.
2. Northeast Middle School Update -
Mr. Wittenberger stated the Northeast Middle School Project is on schedule. The board was informed that the meeting with the community was held on March 27, 2003. The board was informed that no one from the community attended, although ample notice was given by letters delivered to residents and parents.
3. Projects on Construction Update -
Mr. Wittenberger and Mr. Fazil informed the board that the East Hills Middle School Chiller, the Freedom High School Exterior Bleachers, and Liberty High School Dust Collector Projects are on schedule. The board was informed that the Bethlehem Township Athletic Association would be starting the work on the soccer field installation at Farmersville Elementary School on April 1, 2003. Also, the Freedom High School football field upgrade would be commencing April 1, 2003.
1. Mr. Craig requested the administration to again pursue the construction of a permanent
concession stand at the Freedom High School complex, perhaps in conjunction with the Bethlehem Area Vo-Tech School. Dr. Lewis stated he would have the administration respond to this request.
2. The board members requested that Liberty High School send reminders to staff and personnel that they can use the parking at the Lafayette site.
The meeting was adjourned at 6:45 PM.
