MEETING MINUTES
MONDAY, MARCH 3, 2003
Members of the Board Facilities Committee met on Monday, March 3, 2003, at 6:00 p.m., in Superintendent's Conference Room A at the Education Center. Present were school board members Margaret Williams, Joseph Craig, Charlene Koch, Loretta Leeson, Rosie Amato, Julie Venanzi, and Dr. Craig Haytmanek. Also present were Dr. Joseph A. Lewis, Superintendent of Schools, Michele Kostem, Assistant Superintendent of Schools, Stan Majewski, Director of Business Affairs, Roberta Whitcomb, Principal, Northeast Middle School, Arif Fazil, District Engineer (D'Huy Engineering, Inc.), Charles Shoemaker (Spillman Farmer Architects), Jack Wittenberger, Supervisor of Buildings and Grounds, and representatives from the press.
The meeting of the Board Facilities Committee was called to order at 6:00 p.m. by Mr. Joseph Craig, Vice President.
The following items were discussed:
I. Open Forum -
Mrs. Williams noted that she has received compliments on the condition of our facilities.
II. Agenda Items - March 17, 2003, Board Meeting -
Mr. Fazil reported on the status of the new Northeast Middle School project and all the bids and proposals received. Handouts 1 through 4 were provided and reviewed in preparation for the recommendations listed. The project bids received were very favorable due to a total team effort of board direction, team planning, team design, and the competitive construction market. The district is able to achieve a savings of approximately $5.3 million from the Northeast Middle School funds allocated.
The recommendation is to not accept alternate 1 for demolition of the existing building and therefore, not accept the asbestos abatement bids. This will allow the district to continue implementation of the Districtwide Capital Plan by using the old Northeast Middle School for Liberty High School Commons, Broughal Middle School, and Nitschmann Middle School staging needs as outlined in the districts capital improvement plan.
The demolition and asbestos abatement will need to be re-bid in the future. This plan has been reviewed with Pennsylvania Department of Education through the entire new Northeast Middle School PlanCon process.
The alternates selected for the project are based on a review of value added items as a result of the bids received.
After discussion by the administration, the board unanimously agreed to bring the following agenda items to the March 17, 2003, Regular Board meeting for approval:

Lab Center Dust Collector in Tech Ed Shop
- Mrs. Venanzi asked why a $20,000 dust collector system at Liberty High School was required. There was a discussion that the current portable system does not support the needs and that there have been complaints regarding dust in the room. The system is used for programs and for stage props, etc. The administration is still reviewing program needs, however, current requirements require implementation of a more substantial dust collection system.

Mr. Craig requested that the administration revisit the concession stand proposal at Freedom High School.
The meeting was adjourned at 7:00 PM.
