MEETING MINUTES

MONDAY, SEPTEMBER 9, 2002

 

Members of the Board Facilities Committee met on Monday, September 9, 2002, at 6:15 p.m., in the Superintendent's Conference Room at the Education Center. Present were school board members Charlene Koch, Loretta Leeson, Margaret Williams, Julie Venanzi, William Heske, Craig Haytmanek, Rosie Amato, and Joseph Craig. Also present were Dr. Joseph Lewis, Superintendent of Schools, Michele Kostem, Assistant Superintendent, Monty Perfetti, Director of Secondary Education, Roberta Whitcomb, Principal of Northeast Middle School, Jack Wittenberger, Supervisor of Buildings and Grounds, Arif Fazil, District Engineer (D'Huy Engineering, Inc.), Charles Shoemaker from Spillman Farmer Architects, and representatives from the press.

 

The meeting of the Board Facilities Committee was called to order at 6:15 p.m. by Mr. William Heske, Chairman.

 

The following items were discussed:

 

1.            Open Forum - Nothing to report

 

2.            Agenda Items - September 23, 2002, Board Meeting -

 

After discussion by the administration, the board unanimously agreed to bring the following agenda items to the September 23, 2002, Board Meeting for approval:

 

A.            Pennsylvania Department of Education Self-Certification Approval - Freedom High School Outdoor Aluminum Bleachers

B.             Authorization to Expend 2001 Bond Funds - Bids Opened September 16, 2002 - Freedom High School Outdoor Aluminum Bleachers

1.         Mr. Fazil noted that the bid specifications will have alternates for seating capacities.

2.         The board requested the administration check to see if any of the current bleachers at Freedom High School or the ones at Northeast Middle School can be used in addition to the new bleachers.

C.             Authorization to Expend 1998 Bond Funds - Telephone/Written Quotations for the $4,000 - $10,000 Cost Category - Asbestos Abatement - East Hills Middle School Cooling Tower Replacement Project (Quotes to be received September 12, 2002)

D.            Clearview, Donegan, Lincoln, and Marvine Elementary Schools Renovation/Construction Projects - PlanCon J Submittals

 

3.            Construction Update -

 

A.            Mr. Wittenberger reported on the following projects:          

1.              Backflow prevention devices and water meter replacement are complete at nine buildings.

2.              Installation of eight new elevators is almost complete, one elevator at Liberty High School is still currently being installed.

3.              East Hills Middle School's cooling tower upgrade is in progress.

4.              Liberty High School's auditorium, band room, and cafeteria air conditioning project is substantially complete.

5.              The demolition/site work at the maintenance annex has been completed.

6.              The demolition at Lafayette is complete and the site work is in progress.

7.              The Monocacy site upgrades are almost complete.

8.              The Rosemont miscellaneous improvements are complete.

9.              The playground drainage improvements at Calypso Elementary School are complete.

10.           The Farmersville Elementary School Road Construction Project is the only project still in the design phase with work beginning next year.

 

B.             Northeast Middle School Construction Project Update -

 

1.              Mr. Fazil noted that the Northeast Middle School Construction Project is on schedule and the PlanCon E meeting in Harrisburg is scheduled for Thursday, September 12, 2002. Bid document preparation is now in progress and technical issues are being resolved with various staff consultants.

2.              Mr. Charles Shoemaker of Spillman Farmer Architects reviewed the changes to the canopy which will make the front entrance more defined. It was again noted that the new design has the potential for future expansion should it be needed.

3.              The administration also discussed safety issues for the new facility. It was noted that classroom wings can be closed off during non-school hours from the common areas, security cameras will also be strategically placed throughout the building, and there will be three controlled areas for students to enter during school hours.

4.              Mr. Shoemaker and Mr. Fazil reviewed the colors of the planned brick, split face block, and metal panels and reviewed their integration into the exterior walls. All elevations, exterior colors, and the scale model were reviewed and approved.

 

The meeting was adjourned at 7:00 p.m.
