RECOMMENDED MODIFICATIONS TO THE

INSTRUCTIONAL MEET AND DISCUSS AGREEMENT

 

 

1.         The agreement will be for three years, from July 1, 2001, to June 30, 2004.

 

2.         The base salary schedule will be increased by using the following high school principals’ maximum salaries:

a.     July 1, 2001 to June 30, 2002  -  $90,975

b.     July 1, 2002 to June 30, 2003  -  $93,471

c.     July 1, 2003 to June 30, 2004  -  $95,917

 

3.         The percentage values of Categories 2-5 will be increased by .5% effective July 1, 2001, and by an additional .5% effective July 1, 2002.

 

4.         During the period July 1, 2001, through June 30, 2004, health care coverage will be offered as a retirement incentive to an Instructional Meet and Discuss member who has completed 35 years of service or more in the Pennsylvania Public School Employes’ Retirement System on the effective date of retirement.  To be eligible for this incentive, a formal letter of retirement must be submitted 120 days prior to the effective retirement date, unless the individual is prevented from doing so by health reasons.  The health care coverage will be the same provisions/benefits that members of Instructional Meet and Discuss receive.  This means that any future health care coverage changes that affect the group will also effect the retiree.  The health care benefit shall terminate when the retiree qualifies for Medicare, but no later than age 65.  If this incentive is not selected, the current language in the agreement regarding conversion of sick leave will prevail.

 

5.         During the period July 1, 2001, through June 30, 2004, employes with less than 35 years of service who choose to retire and who have more than 110 unused sick days will be provided with the following two options for 150 days of sick leave.  These options do not alter what is already in place for unused sick days.

Option 1:  Upon retirement the employe shall receive a severance benefit   for unused sick leave credit up to 150 days at the rate of $100 per day.

Option 2:  Upon retirement, the employe shall exchange all of his/her unused sick days for credit towards the purchase of the health care benefits with the same provisions/benefits that members of Instructional Meet and Discuss receive, including any future changes.  The employe’s decision to exchange the severance payment for unused sick days for credit toward the health care benefits at the rate of $100 per day must be included in the employe’s formal letter of retirement.

 

6.         The maximum benefits for dental insurance will be $2,000 per covered individual.

 

7.         The severance benefit will be 150 days at $100 per day for unused sick leave.

 

8.         The tuition loan program will be adjusted to provide a maximum yearly benefit equal to the September 1 graduate tuition rate for educators at Lehigh University for 12 credits.

 

9.         The performance factor for principals rated “Superior” will be $1500 and for those rated “Above Expected” will be $500.

 

10.      As a means to encourage administrators to remain with the Bethlehem Area School District, an incentive payment of $1000 for each year of administrative employment in the district since the last date of hire will be given to each retiring administrator.

 

11.      In the third year (2003-04) the agreement will be modified to ensure that all administrators in Categories 1-4 make no less than a teacher at M+15 maximum step if the M+15 maximum salary for teachers is greater than $67,386.
