RECOMMENDATIONS OF THE ADMINISTRATION - March 20, 2000

  1. Election of Northampton Community College Board of Trustees

INFORMATION:


Attached is a copy of a memorandum and an official Election Ballot from David A.
Reed, Chairman, recommending a candidate for a vacancy on the Northampton
Community College's Board of Trustees.


The Board of School Directors shall cast their ballot and return it to the Board
Secretary. The Board Secretary will include the results in the official minutes and
communicate the outcome to Northampton Community College.

Minutes

President Koch asked Mr. Majewski to explain item 24.  He asked board members to
complete the ballot in the packet, place their name on it, and return it to him.
The ballots will be tabulated and information forwarded to the community college.

President Koch stated that this a process that is done at every participating
school district before the trustees are approved for the community college.

Director Leeson stated she is glad to see that the nominees are affiliated with
the districts they will represent.  There is a situation where Bethlehem Area
School District is represented by someone who is no longer on our board.  She
questioned if something could be done so that the situation will not occur again.
She does not think it is fair to have someone represent our district that is not
on the board or affiliated with our district.

Mr. Doluisio stated he doesn't know when the bylaws expire with the community
college.  These bylaws do not contain any restriction about who can represent a
school district.  For about six or seven years it has been the practice of the
school district to appoint seated board members as trustees, as is also done in
the case of the IU and Vo-Tech School.  Mr. Doluisio stated the district will
call the community college to see when the Articles of Agreement are up for
reconsideration.

Director Leeson stated that there are two people on that board for four years who
are no longer board members in our district.

Director Craig asked what would prevent a school board from having a rule of its
own providing that whenever a representative of the school district is no longer
affiliated with the district, the board has the power to replace that person on
the community college board.  We could probably do something like that, separate
from the community college board's rules.  He stated he would think that the
school district would have the power to change its representative if it felt it
needed to without the approval of the rest of the community college.

Mr. Stevens, solicitor, remarked that he is the appropriate person to research
this concern.
