Authorization To Add Positions From Budgetary Reserve


INFORMATION:


Budgetary Reserve includes funds for unanticipated changes in school programs
and enrollment increases. The number of students at Fountain Hill and Thomas
Jefferson Elementary Schools assigned to special education learning support
classes has exceeded the district's projections due to transfers and newly
identified students. In order to be in compliance with the student-to-teacher ratio
set by the State Board of Education for learning support special education classes,
an additional .5 special education teacher is needed for Fountain Hill and an
additional .5 special education teacher is needed for Thomas Jefferson.


In early January, the total number of students in the two fifth grade classes at
Calypso ElementarySchool reached 60. Based on the student-to-teacher ratio the
Board of School Directors has authorized for the intermediate grades, the
administration moved ahead to create a third section of students by posting the
need for a 1.0 grade five teacher.


RECOMMENDATION:


That the administration be authorized to hire a .5 special education teacher for
Fountain Hill and a .5 special education teacher for Thomas Jefferson Elementary
Schools and a 1.0 grade five teacher for Calypso Elementary School for the
remainder of the 1999-2000 school year at an approximate cost of $36,400.
