2002-2004 School Years
GOAL 1: General
Climate
Will convey to staff a renewed spirit of commitment through a combination of
presentations, professional interactions, staff meetings, speaking roles, and
correspondence.
A. Create time to reflect and review all current initiatives
B. Finish current initiatives, if appropriate
C. Defer new major initiatives for the 2002-2003 school year; “slow the
train”
D. Reduce the number and duration of administrative meetings
E. Improve morale and school climate with shared leadership

GOAL 2: Organization
Will evaluate the administrative infrastructure of the school district and reorganize
where appropriate, reestablishing the “chain of command” and more
clearly identifying job descriptions.
A. Revisit existing “chain of command” and reestablish the process
B. Reformat, revise, and publish updated job descriptions
C. Build a new collaborative leadership model with more site-based decision-making
D. Reorganize administrative team, short term and long term
Time line: January 2003–July 2003
GOAL 3: Technology
Will restructure the Technology Department from the current arrangement of three
divisions to a new design of two divisions. The goal will also include new training
and planning modules.
A. Coordinate all three existing technology divisions with a new leadership
design
B. Increase technology training for professional and support staff
C. Develop a new multiple year technology plan with renewed budgetary commitment

GOAL 4: Curriculum and Instruction
Will reorganize the administrative design governing curriculum and instruction
through restructuring and new assignments, which will include reestablishing
K-12 articulation, strengthening and expanding professional development, and
reviewing assessment practices.
A. Reorganize Department of Instruction to include K-12 curriculum positions
B. Build curriculum supervisors’ positions in core disciplines over time
C. Reestablish Act 48 Professional Development Committee with Bethlehem Education
Association and administrative collaboration
D. Reevaluate assessment programs and revise as warranted E. Create an atmosphere
of academic focus including networking, professional development, and growth

GOAL 5: Staff and Students
Will work towards the improvement of student performance through program review,
staff recruitment, early childhood initiatives, Student Code of Conduct refinement,
and better minority relations.
A. Review the Student Code of Conduct and align perceptions and realities
B. Review equity issues in academic opportunity and minority affairs
C. Investigate transitional first grade and all-day kindergarten
D. Evaluate special education issues surrounding identifications, due process,
and equity issues
E. Increase recruiting of minority staff
F. Maintain and enhance Standards Initiative
G. Evaluate, revise, and support the Regional Academic Standards Academy

GOAL 6: Operations
Will facilitate effective and more efficient district operations through strategic
planning, new operational software, and refined policies and procedures.
A. Revise policy manual and place on Web for searchable access by all
B. Establish a committee and a schedule for strategic planning
C. Review and update Business Office software applications
D. Review and republish administrative guidelines for areas not covered in policy
manual

GOAL 7: Physical Plant and
Facilities
Will maintain the district’s quality facilities through capital improvement
planning and safe schools programming.
A. Continue current renovation and facilities plan
B. Move forward on Broughal project
C. Finalize safe schools initiative

GOAL 8: Evaluation
Will direct the development of new models of evaluation for teachers, administrators,
support staff, and programs.
A. Develop and implement processes for program evaluation
B. Review and revise teacher observation and evaluation procedures, forms, and
processes
C. Review and revise administrative evaluation procedures, forms, and processes
D. Review and revise support staff evaluation procedures, forms, and processes
